I had to update Samsung Smart Switch on both phones, update Neko Atsume on my old phone, uninstall Neko Atsume on my new phone, restart my new phone, install Neko Atsume again, wait for the installation to finish, and then use Smart Switch to transfer wirelessly.
I transferred just the Neko Atsume files. I used Samsung Smart Switch, as both phones are Galaxy phones, and this worked. I also tried Settings -> Cloud and accounts -> Samsung Cloud, but backing up from the old phone and restoring to the new didn't do anything.
